Fine you have challenge me and I take that challenge. This maybe your problem. Does anyone else use your computer because they may have done this. Please read the article below.

Reply:one thing i can say for sure is that deleting the file is not going to help you, you are not allowed to do in the properties menu could be coz of a virus try this http://en.wikipedia.org/wiki/AT_Attachme...
download it and install it and run a full system scan
have you tried right clicking on the picture you wanna set as the wall paper and then selecting set as desktop background?
hope this helps
Reply:It sounds like the problem is that you do not have privileges to change your background. If when you go to Properties%26gt;Desktop and see that it has a grayed out background in the scroll box and you cannot scroll you do not have privileges. To fix this you need to be on an administrator account and change the privileges (I believe these are in "secpol.msc" to get to that go to start%26gt;run and type in "secpol.msc)
Reply:The above Address line is correct but there should be a small change in it, If you are a vista user.
C:\Users\Your user account name\AppData(Hidden)\Local\Microsoft\Int... Explorer
If you are using Windows Xp
Go to "Run" and type %temp% to remove Temporary files, at the same time press Up button on that window and select Temporary Internet files to clear it.
Right click on your wallpaper and choose Openwith%26gt;%26gt;Windows photo Viewer.....
Now you will be able to Make proper changes to your Images.
